The Warriors were 8-0 down with 10 minutes remaining but Tomkins inspired a Wigan comeback for the second week running as the visitors strengthened their grip on second place in Betfred Super League.
Tommy Briscoe put Leeds ahead with a try out wide and Kallum Watkins added the conversion to give the hosts a 6-0 lead at half-time.
Watkins added a penalty 15 minutes from time to seemingly put Wigan out of sight.
However, having recovered from 15-0 down at half-time against Catalans Dragons last weekend, the Warriors refused to give up and Oliver Gildart went over in the corner before Tomkins added a brilliant conversion from the touchline.
Tomkins added a penalty and then landed a drop goal, with Richie Myler missing with his attempted response as Wigan held on.
